What is a ruling planet?
A ruling planet is the planet assigned to a zodiac sign as its ruler, the planet that is “at home” in that sign and expresses its nature most naturally there; the relationship is also called domicile or rulership. Every sign has one, and the Sun and Moon rule one sign each while the other classical planets rule two.

In a birth chart rulership becomes a working tool in two ways. The chart ruler is the planet that rules your rising sign; it is often called the ruler of the whole chart, because its sign and house show where your approach to life is lived out. The house ruler is the planet ruling the sign on a house’s cusp; its position shows where the matters of that house find expression.
A simple example: with Sagittarius rising, Jupiter is your chart ruler. Jupiter in the tenth house sends your open, searching approach into career and public life; Jupiter in the fourth sends it towards home and roots.
Ptolemy’s logic: why each planet rules its signs
The scheme of rulerships is one of the oldest in Western astrology and was fully in place in the Hellenistic period. Ptolemy, writing in the second century AD, explained its logic. The Sun and the Moon, the two lights, receive Leo and Cancer, the signs of high summer when light and warmth are greatest. Then each planet, in order of its distance from Earth as the ancients understood it, takes one sign on each side: Mercury Gemini and Virgo, Venus Taurus and Libra, Mars Aries and Scorpio, Jupiter Pisces and Sagittarius, and Saturn, the coldest and most distant, Aquarius and Capricorn, the signs of winter opposite the lights.
The word domicile, from the Latin domus, “house”, reflects the idea that a planet in its own sign is at home and acts with full authority. Medieval astrologers built a whole system of dignities on this base.
When Uranus, Neptune and Pluto were discovered, astrologers in the nineteenth and twentieth centuries assigned them Aquarius, Pisces and Scorpio, the signs whose themes seemed closest to the new planets. Both systems are in use today, and many readers combine them.
Using ruling planets in a chart
Find the chart ruler first. Take your rising sign, find its ruler in the table and locate that planet. Its house is the area of life your whole approach is aimed at; its sign colours how that approach works out; its aspects show what helps or complicates it.
Follow the thread of a house. To understand any house, look at the sign on its cusp, find that sign’s ruler and see where it is. The fourth house ruler in the tenth ties home to career; the seventh house ruler in the second ties partnership to shared resources.
Notice planets in their own sign. A planet in a sign it rules, such as Venus in Libra or Saturn in Capricorn, is strong and self-directed; its themes run smoothly. A planet in the sign opposite its home, such as Venus in Aries, has to work in a less natural style.
Look for mutual reception. When two planets sit in each other’s signs, for example Mars in Libra and Venus in Aries, they support each other like two people living in each other’s houses. Astrologers read this as a cooperative bond between their themes.
Direction, not success. A chart ruler in a hard house is not a hard life. It describes where your energy goes, not whether you will succeed there.

Following the ruler: four charts
Aries rising, Mars in the sixth house. The chart ruler sits in the house of daily work. This person’s direct, energetic approach goes straight into routines, projects and service; they feel most themselves when busy and useful.
Libra rising, Venus in Scorpio in the second house. Venus carries the whole chart into values and resources. The courteous Libra approach hides an intense, private relationship with money and self-worth.
Gemini on the seventh-house cusp, Mercury in the ninth. The ruler of partnership sits in the house of travel and belief. Relationships with people from another culture, or with a partner who is also a fellow student, play a large part in this life.
Leo rising. The Sun becomes the chart ruler, so identity and approach are tied together. Where the Sun sits by house is where this person must shine, and when it is in a quiet house, such as the twelfth, the Leo warmth works behind the scenes.
Scorpio rising with two rulers. The traditional ruler Mars may sit in the sixth house while the modern ruler Pluto sits in the tenth. Mars describes determination and stamina in daily work; Pluto a wish for deep influence in a career. Read together, they show two layers of the same approach.

Most people mean the ruler of their rising sign, the chart ruler. Find your rising sign, look up its ruling planet in the table, then see where that planet sits in your chart by sign and house. If people mean your Sun sign's ruler, use the same table with your Sun sign.
What is the difference between traditional and modern rulers?
Traditional astrology uses only the seven visible planets, so Saturn rules Aquarius, Jupiter rules Pisces and Mars rules Scorpio. Modern astrology gives those signs to Uranus, Neptune and Pluto. Many astrologers read both: the traditional ruler for the practical story, the modern one for the deeper or generational layer.
